Does anyone out there know what percentage of the total interstate moving market does DOD traffic consume?

I haven't seen any statistics on this in several years. I have a "good guess" but no real figures.

This is taken from the latest AMSA 'Industry Fact Sheet' released in May, 2010,

Breakdown of household goods shipments by type (2010 AMSA):
Individuals: 35%
Corporate: 39%
Military: 24%
Other federal government: 2%

In 2007, the AMSA released "The Moving and Storage Industry in the U.S. Economy" in which Nathan Associates reported that the military accounted for 20.6% of the total industry volume.

Since those results preceeded the Recession, they are probably more accurate of the DOD's impact on a normal business cycle. By 2010, many private individuals and corporate accounts had already scaled back their normal relocation budgets so that the military represented a larger portion of total industry volume.
